Although the club have not announced the fee but various reports suggests the defender pens a five-year contract at White Hart Lane worth £4.3m.
The 22-year-old has enjoyed a stellar season in Germany, has made 32 appearances for the club with missing just two league games.
Tottenham boss Mauricio Pochettino will be hoping that the Austria international can add the much-needed defensive solidity that he was so desperate for this season.
The Spurs are expected to add further defenders to their first-team squad in this summer transfer window.
Wimmer made his senior debut in 2013 and becomes Pochettino’s first signing of this season. He took to twitter to express his thoughts after signing a long-term contract with the English club.
Thanks to 1.FC Köln, the Fans and my teammates for everything!! I’m looking forward to new challenges and an exciting experience with #THFC
